Mission / Purpose: To hear appeals, and in appropriate cases and subject to appropriate conditions and safeguards, make special exceptions to the terms of the County's zoning ordinance.
Membership: The Board of Adjustment shall be appointed by the Marathon County Administrator. It shall consiste of five (5) members, one of which will be a County Board Supervisor, and two (2) alternates.
Duties and Responsibilities: Pursuant to § 59.694(1)(2) and 59.693(4)(5), Wis. Stats., duties and responsibilities include, but are not limited to the following:
- Hear and decide appeals where it is alleged there is error in any order, requirement, decision, or determination made by an Administrative Officer.
- Hear and decide any special exceptions to the terms of a Zoning Ordinance which the Board of Adjustment is required to pass.
- Authorize, upon appeal in specific cases, such variance from the terms of a Zoning Ordinance as will not be contrary to the public interests, public safety, or public welfare.

Mission / Purpose: To support Marathon County, the City of Wausau, and North Central Health Care with high quality, cost effective technology that enables them to best meet their public service goals.
Membership: Membership is made up of eight (8) members consisting of:

Duties and Responsibilities include but are not limited to:
- Plan, develop, and evaluate programs for all service groups.
- Establish long range goals and intermediate range plans, detailed priorities, and estimate costs.
- Develop new resources necessary to carry out its purposes.
- Appoint a Director of the Commission.
- Establish an annual budget and fix the salaries of the personnel.
- Enter into contracts to render or secure services.
- Perform all functions required by applicable law.
- Acquire, hold, and dispose of property both real and personal.
- Cause an independent audit of the books of the Commission to be performed.
- Purchase public liability insurance as it deems necessary.
- Adopt rules and procedures as necessary with regard to its processes and actions.
- Annually review and adopt a charge back system.

- The Civil Service Commission for the Sheriff's Office shall consist of five (5) members who shall be residents of Marathon County. Appointments shall be made on the basis of recognized and demonstrated interest in and knowledge of the problems of civil service. No person holding any elective or appointive public office of any sort in the government of Marathon County shall be appointed to the Commission.
- The Civil Service Commission shall be governed by §59.26(8), 59.52(8), and 63.01 through 63.17 Wis. Stats., or their successors statutes. In the event of conflict between the statutes and this ordinance, the statutes shall govern.
Appointment and Term: Members of the Commission shall be appointed by the County Administrator, subject to confirmation by the County Board, to five-year staggered terms commencing on the first day of January succeeding appointment.
Oaths: Every person appointed a member of such Commission shall take and file an official oath.
Compensation: The members of the Commission shall receive such per diem and mileage for services rendered in conducting the authorized business of the Commission as shall be determined from time to time by resolution of the County Board.
Organization:
- The Commission shall annually elect a chairperson, vice chairperson, and secretary to serve one year, or until their successors are elected and qualified. The secretary shall record and keep the proceedings of the Commission. All meetings of the Commission shall be called by the chairperson or upon written request of two (2) members of the Commission. Three (3) Commissioners shall constitute a quorum for the conduct of business. The Commission may make such rules and regulations as may be required for the ordinary conduct of its business.
- The secretary of the Civil Service Commission shall be deemed the records custodian of the Civil Service Commission for purposes of the Open Records Laws of Wisconsin. The Human Resources Department shall provide a staff person to take minutes of all meetings subject to the approval of the secretary of the Civil Service Commission. Additional support staff shall be provided by the Human Resources Department as needed. All records of the Civil Service Commission shall be kept at the office of the Human Resources Department.
Office and Supplies: The County Board shall provide offices, supplies, and support staff to enable the Commission to performs its duties.
Duties: The Commission shall:
- Prepare and publish such rules and regulations necessary to carry out its duties under this chapter and to secure the best service for the County.
- Receive applications and conduct examination of applicants for allocated sworn deputy sheriff positions and promotional or rated positions in the Sheriff's Office with that frequency necessary to maintain an eligibility list sufficient to meet the needs of the Department.
- Abide by the terms of the Collective Bargaining Agreement between Marathon County and the Marathon County Deputy Sheriff's Association.

Mission/Purpose: The principal mission of the CJCC is to improve the administration of justice and promote public safety through community collaboration, planning, research, education, and system-wide coordination of criminal justice initiatives.
Membership:
The CJCC shall be composed of not more than 19 voting members. Fourteen voting members are designated by the position they hold.

Duties and Responsibilities: The CJCC shall monitor trends, identify system-wide issues, assess program function and efficacy, develop recommendations for systems improvement, enhancement, and change; serve as a forum for discussions on implementing operational systems change which link current and future adult justice programs to the County’s public safety goals; and identify potential policy questions for consideration by the Public Safety Committee, Health & Human Services Committee, and ultimately County Board of Supervisors. The CJCC may also make recommendations to individual or selected members and justice system stakeholders for consideration. The Council may perform other general functions as requested by the County Board of Supervisors or its subordinate committees and it shall provide updates to the board or its subordinate committees as requested.

Mission / Purpose: The Forestry / Recreation Committee shall have the responsibility to manage and protect the County forests on a sustainable basis for the ecological, economic, educational, recreational, and research needs of present and future generations.
Statutory Responsibilities: The Marathon County Forestry and Recreation Committee will follow Chapters 26, 28, 29, 59, and 77 of the Wis. Statutes.
Membership: Total of three (3) members consisting of three (3) County Board Supervisors.
Term: All members are appointed for a two year term to coincide with the biennial organization of the County Board - appointed by the County Board Chair and confirmed by the County Board. Committee vacancies will be filled according to County Board Rule 13.
Reporting Relationship: The Forestry / Recreation Committee is a subcommittee which reports to the Marathon County Environmental Resources Standing Committee.
Duties and Responsibilities:
- Oversee the County forests program according to Chapters 26, 28, 29, 59 and 77, Wisconsin Statutes.
- Implement the County Forest Comprehensive Land Use Plan, prepare amendments, and update as required.
- Implement the forestry sections contained within the County Comprehensive Plan.
- Recommend policy for the management of the County forests.
- Negotiate and recommend the acquisition of land within County forests acquisition zones by purchase, gift or bequest, or by exchange of County owned lands outside such areas.
- Review and recommend for approval to the County Board the annual forestry division work plan and budget for the ensuing calendar year.
- Review, approve, and close timber sales of the County forests.
- Review and / or recommend to the Environmental Resources Standing Committee of the County Board all proposed CIP projects of the County forests.
- Make rules and recommend ordinances for the regulation and use of County forests.
- Direct the monitoring and protection of the County forests from fire, insects, disease, trespass, invasive species, or from damage by animals or person, or from other causes, in cooperation with the Department of Natural Resources.
- Support the creation and maintenance of valuable habitat types to sustain a variety of wildlife species.
- Cooperate with the Department of Natural Resources on all matters pertaining to natural resources management of the County forests.
- Direct the preparation of and present an annual report of activities to the Environmental Resources Standing Committee and the County Board.
- Additional duties as assigned by the Environmental Resources Committee.
Other Organizational Relationships: Work with the Marathon County Park Commission. Encourage work with other County Board committees as the need arises.

Mission / Purpose: Recommend improvements to elected officials regarding traffic safety problems.
Statutory Responsibilities: The Highway Safety Commission will follow Chapters 59, 62, 66 and 83 of the Wis. Statutes.
Membership: 15 members consisting of:
Required Representation (each Commission is required to have at least the following nine (9) members:
- The County Highway Commissioner or a designated representative.
- The Chief County Law Enforcement Officer or a designated representative.
- The County Highway Safety Coordinator, designated by the County Board.
- An Education Representative designated by the County Board.
- A Medical Representative designated by the County Board (e.g. doctor, nurse, hospital administrator, paramedic, etc).
- A Legal Representative designated by the County Board.
- A Division of State Patrol Representative designated by Wisconsin Department of Transportation (WisDOT).
- A Highway Traffic Engineering Representative designated by WisDOT.
- A Traffic Safety Representative designated by WisDOT (Bureau of Transportation Safety, Regional Program Manager).
Optional Additional Representation: Additional representation is encouraged. Counties may appoint additional persons such as:
- Elected Officials
- Representatives from citizen organizations and other civic leaders concerned with traffic safety (e.g. Mother's Against Drunk Driving, Students Against Driving Drunk, Highway Safety Leaders, Railroad representatives, etc.)

Term: All County Board members and other County appointees are appointed for a two year term to coincide with biennial organization of the County Board except Highway Safety Coordinator. Highway Safety coordinator is appointed by the County Administrator subject to County Board Approval. Appointments are made by the County Board Chair and confirmed by the County Board. Committee vacancies will be filled according to County Board Rule 13.
Reporting Relationship: The Highway Safety Commission (a statutory commission) coordinates through the Marathon County Infrastructure Standing Committee to the County Board.
Duties and Responsibilities:
- Encourage and foster traffic safety activity in the County and its cities and towns (e.g. bike rodeos, pedestrian safety education, etc.).
- Conduct traffic safety assessments and field reviews.
- Advocate for traffic safety issues and legislation.
- Recommend specific traffic safety improvements to be included in local agency budgets, federal highway programs, hazard elimination projects, etc.
- Alert highway safety professionals, advocates, and when appropriate, elected officials (state or local), to traffic safety problems.
- Review traffic crash data from the County / city (e.g. crash reports, spot maps, etc).
- Review other traffic safety related information (citation data, engineering studies, speed studies, etc).
- Prepare and maintain a spot map of traffic crash locations.
- Send recommendations for corrective actions in writing to appropriate governmental officials, businesses, and other interested groups.
- File a report on each meeting with the Bureau of Transportation Safety (BOTS).
- Represent the interests of their constituency (health, engineering, enforcement, citizen groups, etc).
- Offer solutions to traffic safety related problems that are brought to the Commission.
- Report back to their constituency.

Mission / Purpose: To ensure that the County will be prepared to cope with emergencies resulting from disasters, an office of Emergency Management is created to carry out the purposes in Wisconsin Statutes Chapter 323.
Membership:
- The membership of the LEPC shall consist of least at fourteen members.
- At least one member of the committee shall be a member of the Marathon County Board of Supervisors.
- As required by the state emergency response commission, the Emergency Management Director shall be a member by virtue of his or her position.
- There shall be at least one representative on the LEPC from each of the following groups: elected state or local officials; law enforcement, civil defense, firefighting, first aid, health, local environmental, hospital, and transportation personnel; broadcast and print media; community groups; owners and operators of facilities subject to the requirements of 42 USC §§ 11001 to 11050; a representative of Facilities and Capital Management Staff.
Duties and Responsibilities: Marathon County Local Emergency Planning Committee (LEPC). The LEPC shall exercise the powers and duties established for such committees under 42 USC §§ 11000 to 11050 and pursuant to Wis. Stat. § 323.60.

Mission / Purpose: The Metallic Mining Committee shall provide leadership to protect the human health, safety, and general welfare in Marathon County as they may be impacted by mineral resource exploration, prospecting, bulk sampling and mining, and provide for Marathon County's long-term social and economic interests, including the public interest in the orderly development and production of mineral resources within the County in an environmentally sensitive manner as consistent with applicable law.
Membership: Shall be comprised of seven (7) members consisting of at least two (2) County Board Supervisors, two (2) local government officials from units of government potentially impacted by mining, representatives from the business community, environmental groups, and citizens. The committee will be chaired by a County Board Supervisor who serves on the Environmental Resources Committee.
Duties and Responsibilities: The Metallic Mining Committee shall have the following powers and duties, along with other duties as delegated to it by the County Board from time to time:
- Analyze implications of non-ferrous, metallic mineral exploration, prospecting, bulk sampling, and mining and investigate the possible impacts that exploration, prospecting, bulk sampling, and mining would have on the County and its residents and resources.
- The Committee shall meet within two weeks of the County receiving notice of a Notice of Intent to Apply for a Permit and the Notice of the Public Hearing under §293.41, Wis. Stats.
- Provide recommendations on behalf of Marathon County to the Wisconsin Department of Natural Resources regarding the scope of studies and information needed to be included in the permit application process.
- The committee's work and recommendations should protect the public health, safety, and welfare and promote the public interests consistent with Marathon County Code.
- Make recommendations on Marathon County policy for non-ferrous metallic mineral exploration, prospecting, bulk sampling, and mining and their related activities and impacts.
- Develop a plan of action to address mining induced growth problems and potential reuse of capital improvements associated with the activities after the completion of mining.
- Recommend priorities for local actions proposed by the Metallic Mining Committee.
- Anticipate the potential for and prepare the County Board to evaluate mineral exploration, prospecting, or mining activities on County owned lands.
- Facilitate communications between the Metallic Mining Committee, other local governmental units, and mineral activity operators and applicants.
- Review, comment, and act on proposed reclamation plans.
- Formulate recommendations and requests to the State Investment and Local Impact Fund Board regarding distribution of funds under §70.395(2)(g), Wis. Stats.
- Formulate recommendations to the County Board on how to utilize, distribute, or invest funds received by the Metallic Mining Committee from the County or the State Investment and Local Impact Fund Board under §70.395(2)(g) and §70.395(2)(d), (fm), and (g), Wis. Stats.
- Work with other local units of government and the permit applicant to negotiate local agreements under §293.41(3), Wis. Stats. for approval by the County Board.
- Conduct a public hearing on the proposed local agreement.
- Formulate recommendations to the County Board regarding formation and membership of a joint committee under §293.33(2), Wis. Stats.
- Formulate recommendations to the County Board regarding requests for funds to operate the Metallic Mining Committee under §293.33(4), Wis. Stats.
- The Committee may request that the County Board create work groups, pursuant to Rule 14, Marathon County Rules of Procedure, to study and make recommendations relating to any of the Duties and Responsibilities outlined above. Work Groups created under this section shall be consistent with §293.33(2), Wis. Stats, and may include representatives of affected units of government, business and industry, manpower, health, protective or service agencies, school districts, or environmental and other interest groups or other interested parties.
Other Organizational Relationships: The Metallic Mining Committee will work with the Marathon County Environmental Resources Committee to develop County wide policies relating to non-ferrous metallic mining and will work with other County Board Committees and local governmental units as the need arises.

The Marathon County Metropolitan Planning Commission has been designated by the governor of Wisconsin as the Metropolitan Planning Organization (MPO) to perform transportation planning activities for the Wausau area in accordance with Federal regulations.
The Wausau Metropolitan Planning Area includes the Cities of Mosinee, Schofield, and Wausau, the Villages of Kronenwetter, Maine, Rothschild, and Weston, and the Towns of Mosinee, Rib Mountain, Stettin, Wausau, and Weston.
The main objectives of the Marathon County Metropolitan Planning Commission are to develop and maintain a long-range transportation plan, and a short range Transportation Improvement Program (TIP) of state and federally funded and other regionally significant projects. The MPO also provides technical expertise to the local area transit provider Metro Ride.
The MPO biannually allocates federal funds through the Surface Transportation Block Grant (STBG) to projects that have passed an established criteria. Funding for non-motorized transportation is available every three years through the Transportation Alternative Program.
The Marathon County Conservation, Planning and Zoning Department provides the staff support for the Marathon County Metropolitan Planning Commission and annually prepares the Unified Planning Work Program (UPWP) to identify the types of projects and plans to be undertaken, and the budgets for the work.
There are three committees that provide technical advice to the Marathon County Metropolitan Planning Commission and assist with specialized planning. They are the Technical Advisory Committee (MPOTAC), the Citizens Transit Advisory Committee (CTAC) and the Bicycle and Pedestrian Sub-Committee.

Mission / Purpose: Provide a park and forest recreation system that will meet the needs of our current and future generations; preserve and protect the County's open spaces, water, historical, cultural, and natural resources; and provide recreation opportunities that are designed to enhance the County's quality of life.
Membership: The Marathon County Administrator shall appoint seven (7) members to the Park Commission. Those members shall be comprised of three (3) Marathon County Board Supervisors, three (3) Wausau City Council members, and one (1) citizen member.
Duties and Responsibilities include:
- Monitor, preserve, and protect the County's open spaces, water, historical, cultural, natural, and economic resources.
- Determine and recommend recreational and tourism programs within the County.
- Recommend policy and funding for establishing and implementing park and recreation programs and facilities.
- Monitor and recommend policy for the development and maintenance of recreation trails including County sponsored trails and State funded trails.
- Make rules and recommend ordinances for the regulation of the use and enjoyment of the County parks, trails, and recreation lands.

Mission / Purpose: To establish protective and supportive human services priorities that positively impact the quality of life and independence of Marathon County residents.
Statutory Responsibilities: Pursuant to §46.22, Wis. Stats., "In any county with a county executive or county administrator which has established a single-county department of Social Services, the county executive or county administrator shall appoint, subject to confirmation by the County Board of Supervisors, the county Social Services Board, which shall be only for a policy-making body determining the broad outlines and principles governing the administration of programs under this section."
Membership: Total number and breakdown - Current membership is three (3) County Board Supervisors and two (2) citizen members.
Term: Social Services Board members will serve two year terms. Board members are appointed by the County Administrator and confirmed by the Marathon County Board of Supervisors. County Board Supervisors are appointed to serve two year terms concurrent with their terms of office. Committee vacancies will be filled according to County Board Rule 13.
Reporting Relationship: The Marathon County Social Services Board has statutory authority to exist with guidance from, and reporting relationship to, the Health & Human Services Committee.
Duties and Responsibilities: Pursuant to §46.22(2)(g), Wis. Stats., powers and duties of county Social Services Boards in certain counties with a county executive or county administrator shall:
- Recommend program priorities, identify unmet service needs, and prepare short-term and long-term plans and budgets for meeting such priorities and needs.
- Prepare, with the assistance of the county Social Services Director, a proposed budget for submission to the county executive or county administrator, and a final budget for submission to appropriate state agencies, as required by statute.
- Advise the county Social Services Director regarding purchasing and providing services and the selection of purchase of service vendors.
- Develop county Social Services Board operating procedures.
- Comply with state requirements.
- Assist in arranging cooperative agreements with persons providing health, education, vocational, or welfare services related to services provided under this section.

Mission / Purpose: To coordinate the county's specialized transportation.
Statutory Responsibilities: Described in Trans 2.10 of State of Wisconsin Administrative Code to coordinate the county's specialized transportation.
Membership: Per Tran 2.10, membership must include representation from at least the following:

- County Aging Unit (ADRC)
- County Department of Social Services
- 51.42 Board Member
- Transportation Providers (public, proprietary and nonprofit)
- Elderly and Disabled Citizen Advocates
- Consumer and Agency Advocates
Membership is made up of nine (9) members consisting of three (3) County Board members, one (1) ADRC Board member, One (1) DSS Board member, one (1) 51.42 Board member, one (1) transportation provider, one (1) elderly and disabled advocate, and one (1) consumer and agencies advocate. Members are appointed by the County Board Chair and confirmed by the Marathon County Board of Supervisors.

Duties and Responsibilities:
- Provide leadership for the identification of, and propose solutions for, transportation needs of specialized populations residing in Marathon County.
- Evaluate Marathon County's transportation services policy including, but not limited to, vulnerable populations.
- Provide leadership for the development of and submit for review and approval by the Marathon County Health and Human Services Standing Committee, Marathon County's 85.21 grant application.
- Provide leadership for the coordination of transportation services for Marathon County residents who are eligible to participate in services provided by the Marathon County 85.21 grant.
- Provide leadership for regional cooperation and coordination of transportation services for eligible populations.
- Monitor the expenditures of transportation funds being expended on transportation services for elderly and disabled in the service area.
- Review passenger transportation plans for the service area.
- Review and comment on county aid applications under §85.21, Wis. Stats.
- Review and comment on capital assistance applications under §85.22 Wis. Stats.
- Act as an informational resource for local transportation providers regarding the requirements of the Americans with Disabilities Act of 1990, 42 USC 1201 et seq.
- Act on requests by local public bodies to be designated as coordinators of transportation services for elderly and disabled persons for the purpose of becoming eligible for assistance under the federal sec. 5310 program.

WCAN Oversight Committee: Each member organization will designate two representatives. The Chairman will preside at all meetings, and sign all resolutions, contracts and other documents. This position will rotate annually in the following order: North Central Technical College, City County IT, Wausau School District. The secretary/treasurer will make and keep a permanent record of all committee proceedings, have custody of all records, furnish copies of the agenda, furnish all notices required by law, keep bills filed with the committee and render a report of all committee finances at each meeting. This position will rotate annually in the following order: Wausau School District, North Central Technical College, City County IT.
Duties and Responsibilities:
- Establish an annual budget.
- Develop fiscal policy for the operation of the WCAN.
- Cause an annual independent financial audit of WCAN accounts and records with respect to all receipts, disbursements, other transactions, and entries into the books of the WCAN.
- Have authority to enter into leases or contracts related to the WCAN.
- Have authority to review and adjust prices and other terms with respect to leases, contracts, or other agreements, and has the authority to make operational decisions within amounts budgeted or other parameters set by the parties.
- Members will report to their respective governing bodies annually regarding the status of the WCAN and make recommendations regarding the future direction of shared network projects and adjustment of the cost sharing formula.
- All property and facilities shall be owned in the name of the WCAN Oversight Committee.
